시민들의 참여도를 높이기 위해 노력했고, 올해는 야외상영도 영화의 거리에서 진행한다. 하지만 이것이 전주의 정체성을 위협하는 요소라고 생각하지는 않는다. ‘영화보다 낯선’이나 ‘디지털 스펙트럼’ 섹션의 영화들은 다른 어느 영화보다도 빨리 매진되고 있다. 전주의 정체성이 아직 확고하다는 의미다.
봄 햇살이 따사로운 4월이 오면 어김없이 전주국제영화제가 찾아온다. 개막을 하루 앞둔 4월26일, 분주한 영화제 사무실에서 민병록 집행위원장을 만났다.
-올해 문화관광부가 실시한 국제영화제 대상 평가에서 우수 영화제란 평을 받았다.
=솔직히 4회와 5회를 진행할 때는, 전주 시민들로부터 외면도 많이 받았다. 시민들이 즐기기엔 영화제가 다소 무겁게 느껴졌던 것 같다. 그래서 6회를 준비하면서는 보다 축제다운 영화제를 만들려고 많이 노력했다. 모든 행사를 영화의 거리로 집중하고 시민들이 즐길 수 있는 영화를 프로그램에 반영했다. 그게 좋은 반응을 얻은 것 같다. 그래서 올해는 예전보다 훨씬 수월하게 영화제 준비를 할 수 있었다. 작년의 영화제가 전주 시민들에겐 전주국제영화제에 대한 믿음을 준 계기가 된 것 같다.
-‘자유, 독립, 소통’이라는 전주의 정체성을 지키면서, 시민들과 함께하는 영화제를 만든다는 것은 두 마리 토끼를 잡는 모험일 수도 있다.

-올해는 ‘전주 로컬 시네마’ 섹션이 새로 추가됐다.
=지역에서 영화만들기, 전주의 영화인력 양성이라는 의미가 있다. 영화제는 새로운 영화를 소개하는 창구의 역할을 해야 한다고 생각한다. 특히 현재 한국에서는 지역에서 만든 영화들이 관객을 만나기까지가 매우 어려운 일이다. 그래서 전주는 이들의 영화를 소개하고, 이후 배급이나 DVD 제작까지 연계할 수 있는 시스템을 구상하고 있다.
-앞으로 전주국제영화제를 어떻게 꾸려갈 생각인가.
=거북이처럼 천천히 가려한다. 스텝 바이 스텝으로 한 걸음씩 나가야 발전할 수 있다. 그러려면 일단 현재 일하고 있는 스탭들을 모두 붙잡아 두어야 한다.(웃음) 10회 영화제 계획도 구상하고 있다. 10회 때는 ‘디지털 3인3색 프로젝트’를 보다 유명한 감독들에게 의뢰할 생각이다. 물론 지원도 넉넉하게 할 생각이다.
Jeonju International Film Festival came back with the blooming season of April. Interview with Min Byung-Lock, the festival director, took place the day before the opening of the festival.
-JIFF was evaluated as an excellent film festival at the International Film Festival Evaluation of Minister of Culture and Tourism.
=Actually, the 4th and 5th festivals were somewhat weighty for citizens to enjoy, so we tried to prepare the festival as a more enjoyable one. We focused all the events to the Movie Street and programmed more popular films. Our new plan worked out well last year, so this year's came more naturally.
-Wouldn’t it be risky to counter both goals, keeping the rubric of ‘Freedom, Independence, Communication’ and being a friendly film festival to the citizens at the same time?
=The festival takes place in Jeonju, but the audience includes more visitors than Jeonju citizens. As one way to solve this problem, we decided to hold the outside screening at the Movie Street, and the ticket-booking rate turned out higher than last year. However, I don't think this plan fades the identity of the film festival. Popularity of 'Stranger than Cinema' and 'Digital Spectrum' section proves it.
-About the new section 'Local Cinema in Jeonju'?
=The section is for supporting local film and film education in Jeonju. Jeonju is trying to give opportunity for local films to meet the audience and to be distributed further.
-Your plans for the future JIFF?
=I won't be in haste, and make it better step by step. Be nice to keep our staffs(^^), and I'm already planning the 10th anniversary. I'll request to very famous directors for 'Digital Short Films by Three Filmmakers' section. I’ll request the ‘Digital Short Films by Three Filmmakers’ section to well-known directors.
